Missing reporting as cheater button

Some players I cant report cuz there is no option “report as cheaters” for some of users. This is happening in both versions desktop/mobile

@King_Jamiu_10 no the managers are not in my league.

That's why that option isn't available to you. You can only use that system for reporting managers in your league.
However, you can report managers if you suspect they've broken OSM terms via email but of course you have to include solid and enough evidence as possible to back your report (which is difficult considering they are not in your league).
