How do you report someone for being offensive/cheating?
Because someone said the F Word to me
And im only 10 years old

for this problem you should always contact support by mail: EN.support@onlinesoccermanager.com
But i see that you are 10 years old and OSM has one rule that say: "If you are under the age of 13, you must ask your parents or legal guardian for permission". Because if something goes wrong the responsibility falls on your family. I rely on the rule of osm.
If you have the permission of your family or legal guardian than you can play OSM. If you don't have then i think that the staff should react about this issue.
I rely on the information on the first page of osm (Log in page).

You can also go to player`s profile and you will see cheat report button and chose what best describe.
