hi.i am trying to bring mendy mamadou from ofk titograd montenegro team.i tried lots of times but scout couldn't find him and he always brings montenegro nationality players.I think montenegro league has bug and we can't bring any players we want to. mamadou's skills are attacking 58,defence 55 and overall 56 and his age is 21.how can I bring him with scout by making non-specific order to scout?

Style - All-round

Quality - 55-64
-
Age - Young <25
-
Nationality - Senegalese
-
League - Montenegro
Note: the scout will always come with players, it will bring the next best thing it could find.
