Why 24 Crew members in the crew?

Maybe I'm not the first who ask this. But what is the reason that we have 24 members instead of 25 members in the crew? Now we can play 4 battles and 4 members cannot play battles for crew? Is it possible to change the members to 25 members? Please let me know and thanks!

This is how things are for now, and maybe it will be increased to 25 or more in the future. Thanks for the suggestion
