Scout not working

Hi.Scout cannot find Cristian Rodriguez,an uruguay footballer who plays for Penarol uruguay team.I checked all the teams in my india league but nobody bought him.His attributes are attacking 67 defense 67 and overall 67.Could you fix the scout so I can find him,normally I can find him in other leagues.

normally I can find him in other leagues.
this means that there is no problem with the scout.

I know how the scout works but few minutes ago my scout returned with players and there was two uruguayan players who are allrounder midfielder but there was no cristian rodriguez.I think the scout is stuck,sometimes when we write the bug here the scout is fixing but it is not still fixed.
