i used to use the app to find players' rating and their prices. this app was used as the scout. but, where is that ap now?

Are you mean for the Scoutlist? If you mean for the Scoutlist then the Scoutlist doesn't exist anymore. In this new version of OSM 3.0, there is no database where you can get all player details.

@Lirind yeah mate thats what i mean, the scoutlist. what was the reason why the app doesnt exist anymore? the app isnt compatible with the 3.0 version?
