Report a Cheater button is missing

There is a manager in my league who is using two accounts to make unrealistic transfers from Feyenoord to Go Ahead Eagles. Unfortunately the ' Report a Cheater'-button is missing on both accounts. Should I report the facts on this topic or rather by email? (on info@gamebasics.nl?)

if you suspect that someone is cheating then report him via https://support.onlinesoccermanager.com/hc/en-us/requests/new and explain the whole situation with a clear explanation and attach as many screenshots as possible.
