And it's normal that you don't do nothing and this guy will win the Winners Cup Cheating or use something that only you can find? I never saw nobody did +20 or + 30 evolution on all Players in some Minutes. But if it's possible and it's not Cheating, please tell me how.

About the cheating situation, I can assure you that if user was cheating he would have been punished.

As @Majstor-Matt stated it's possible to improve your squad pretty fast if you speed up trainings with BCs, doing friendlies, purchasing/selling players....
