Scout +100 Not Working?

Hi,
I try to find some especific Player, with +100 Skills, but the Scout don't give me that Player or any player with less than 25 YO.
That's Normal? Or it's a BUG.
I ask that, because i did that in the previous week and the Scout gave me the Player.

I already sent my scout to look for some +100 lvl players and it all went well, he always came up with 3 guys, so that's kinda weird... but maybe it's because of one of the following possible reasons:
- Maybe it's some other parameter you're putting up that's causing that;
- Players are already on the transfer list (even if they are without 100+ level);
- Players are already on different teams of the league you're playing on (even if they are without 100+ level);
