@تميميـ It is already doable. Some special leagues like Nostalgia are all teams at same level.
Also there is Fantasy leagues / tournament where everyone have same budget. All you need to do is disable coins compensation and transfers.

@majstor-matt I mean the number of clubs depends on the mood of the one who creates the league and on the number of friends who play in the private league
