Time Wasting

Hi guys,
What rules do you think Fifa and other leagues should create rules to prevent time wasting? I think that there should be a stop clock, that only starts when the ball is in play. What do you think?

Effective playtime is a something that sings around for quiet a time now.
2 times 30/40minutes of pure playtime.Some clubs a such a disgrace for football with their tactics.
