Clarity about Scout player prices and ratios

Hello, I would like to get some clarity from gamebasics about the prices and ratios the Scouts offers and what exactly affects them

When buying normally from the Scout the players cost around 1.40 to 1.46 their original value
When buying in an Extraordinary Scout event I have noticed prices range from 1.21 to 1.30 times the original value

I just want to be able to tell what else affects these ratios.
Since I use a desktop PC I have seen managers buy (with no events) the 3 players the scout brings them for
1.29, 1.27 and 1.30 - all amazingly good ratios and I am NOT able to notice a pattern, those players are not within the same age range or from the same league, because one assumption is that filling all scout search fields would get not only more precise results but also better prices, and yet this is not what I am seeing... are these managers cheating maybe?
