So, we're like a group of 18 people playing league and there's like 2 guys in our league who are inactive but we can't seem to figure out how to kick them. Because of these 2 players, we are missing out on some good players as they picked Man City and Liverpool respectively.

If there is a human league moderator, that person can kick inactive players once they are inactive for atleast 72 hours. There will be an icon next to their managername on the managerlist.
If you are playing in a league that has 'OSM' as the league moderator, then it is impossible to kick inactive players out of the league.
