Can someone tell me how do I buy players from another leagues without buy them on the transfer list?

on phones; there is 3 line at the top right corner►scout►set your parameters►scout players
Note: You have to spend 15 boss coins to transfer them from scout list.
Note 2: Don't name the topic with help, please or anything like that. I can't explain in English but you may not get your answer if you name the topics like that.
