You can't block the coins, you can disallow them for some options like training camp, secret training etc.... Once you have started the league you can't disallow the coins, you can disallow them only when you create the league.

But of course only a human manager and creator of a new league, which instantlly makes him the League's Moderator, gets to have access to the Advanced Tools for this league. This way he has the power to disable certain features like : Training Camps ( TCs ) , Secret Trainings ( STs ) and Timers ( have to do with your Stadium's Upgrades and also with Club's Staff like Doctor - Lawyer )
If OSM is the league's Moderator then nothing can be done.@Lirind Thanks mate!
