If yes then see how the scout is working: When you send your scout to bring players with that criteria and the scout don't find any more players available matching that criteria he brings the closest players he can find since the scout is designed to always bring players instead of coming empty handed.

you should read carefully OSM TERMS where it is clearly stated on point 3 that having more than one OSM account is not allowed. Please delete all multi accounts, otherwise you have a chance to lose all accounts, including this one!
