What happens when the scout timer runs out?

Do you mean what happens when your Scout returns to you and you click on him to view the 3 players that he brought to you?
From the moment you open your scout page to see his 3 offers for new players you have 6 hours to decide if you are going to buy 1 or 2 or all 3 of them if you want to. After the 6 hours these players disappear. They do not get added on your league's Transferlist for you to buy them later. So make sure you have enough club funds before you click to open him .
