[HELP] SENDING SCOUT

I recently sent scout after some new players, which I found interesting in lower leagues, and to my surprise there was no option to send scout in that league.
Bottom leagues that I tried to send the scout, and I didn't get the option:
- Austria 2nd Division
- Germany 3rd Division
I wonder why there is no option to send the scout to these leagues? If not, is there any possibility of including these lower leagues in the future? What would be a prediction?

Hello mate, please for now send your scout on the available leagues...when other leagues will be available for scouting will be announced....
