So I want to buy a goal keeper from the transfer list that is 3.8M, and I have 5.61M. But when I try and buy him it says I have to pay 150 boss coins. Is this normal? Why do I need to pay boss coins when I have enough coins already?

Then you probably have some Club funds stored on your savings (aka piggy-bank). You have to put your club funds from your savings to cash in hand in order to buy that player without the need of extra Boss coins.
