Finding Players in different Leagues

I am an English team and I wanted to negotiate for a player in a Spanish team, but I cannot find out how to do this, I can only negotiate players in the premier league, and that's it. How can I negotiate with other teams outside my own league?

Hello mate...you can only negotiate for players of your league...not outside of it...but you can use scout to find and bring, any player you like...
