Take a look at updates on balancing players. There you can find my sentence I quoted
I will gave you mine example of this update from last year.
As you can see in this picture, both Zuoma and Hisay are the same age. But because Zuoma is more quality, his ability to get more quality level gets decreased. And that is why green bar is not the same on those two players.

So isn't it affected by players' default skill?

@DMFArranhado98 By age yes, and sometimes their rating. The higher the rating, the slower the progression becomes.
Ok. I see it's an absolute thing and that isn't related to players' default quality at all.
