Is this the same of each quality level (regardless the player) or does this depend on the player and on his default value?
For instance: will a player with his default skill at 50 level up from 60 to 61 as easily as another player with this default skill at 60? If not, what's the coefficient then? -

Take a look at updates on balancing players. There you can find my sentence I quoted
I will gave you mine example of this update from last year.
As you can see in this picture, both Zuoma and Hisay are the same age. But because Zuoma is more quality, his ability to get more quality level gets decreased. And that is why green bar is not the same on those two players.

Ok. I see it's an absolute thing and that isn't related to players' default quality at all.
