Cheater

Someone was cheating in my league(multiple accounts) I reported him and he got banned but he returned after 1 day later with another name. Im %100 sure Its him. He signed up with the same teams. Its obvious. He is the same guy and he is cheating again(illegal transfers too)
Problem is I cant report him right now because he is reporting me. You know. That means when Im trying to report him, I see warning message ''We investigate the league already....' etc etc(I forgot the message) He knows Im gonna report him and he is trying to stop me like that. Please tell me solution for this cheater. I want to report and ban him again.
