Yes, normally every manager should get at some point during his/her league a Special Offer or more than one. The thing is that they appear random at your Transferlist , at random round or random times of the day too. These awesome bargains last only 6 hours from the moment they first appear so it is possible that some of them just fade away un-noticed , when appeared during sleeping hours. I had special offers at 3.00 am or 6.00 am or around noon etc.

Answer: If you mean place any of your players at really low price on the Transferlist ( instead of the usual multiplied price x 2,5 times )... Yes you can do that but, mind you my friend, it cannot guarantee a faster sale for you. But you will surely lose money from those low priced players when sold at TL.

Answer: I hope I've understand your question correctly once again. Yes, that's a possibility.
So the truth is I have also lost a few Special Offers simply because I didn't have enough club funds to purchase these really cheap players at that moment. That's why I say lady luck plays her part too on the game.
