Buying a player from a team without a manager

I put the maximum ammount of money but Computer still rejected my offer for Lamine Yamal. Is it because the team only has 4 forwards and automatically rejects, or why is it like this?

Hello mate...you must have in mind that teams without managers, can not make other transfers...so in some cases these teams don't want to lose any players in some positions...
