Hi there,
I see that you are playing OSM for quite some time already. So the most likely scenario is that you already completed the Boss of America achievement in the past. Sometimes there are new leagues added which will decrease your percentage of that continent. Once you complete the new countries the domination will get back to 100%, but you won't receive the Bosscoins a second time.
