I've not started or joined a league for 3 weeks, have gone on tonight to join a league but there are a lot of leagues in the english section with only one or 2 managers, up to around the 14 day mark. Is there an update I've missed

Most of the leagues are usually only filled up to around half full, because there are simply too much active leagues happening in the top countries. It's also Holiday Season right now. That's usually the time where leagues are even more empty than normal. I think that more managers take a small break from OSM around this time.
