There was in fact Promotions on past weekend on Android and iOS apps and none of them included "ads remover" included on Small Pack.

The former is for world version accounts while the latter are for the dutch version accounts.

No they can't play together in the same league/server because they're separate versions.

No, it does not count as multi since they don't belong on the same version. So every user is allowed to have one dutch account and one world account only.

No one can enter again to a league that has left/removed....
